MEET CARMINE
Born and raised in Niagara Falls, Carmine has spent his life serving our community. After 42 years with the City of Niagara Falls, he retired in May 2026. His career took him from Municipal Works to senior management in Human Resources, giving him firsthand experience working with virtually every area of City operations.
